Frequently Asked Questions

Who can apply?
Any provider who performs a sexual assault examination.

What requirements must be met?
The provider must contact law enforcement and the victim must agree to report the crime to law enforcement. If the victim refuses, the Sexual Assault Examination Program will not be held responsible for payment of expenses. 

Does the program cover crimes that occur outside of Kentucky?
No, the crime must have occurred in Kentucky.

What must be submitted in order for a claim to be paid?

  • Itemized billing.
  • Original and completed Sexual Assault Examination Certificate.
  • Sexual assault related diagnosis code.
  • Medical records if victim is male (to confirm that the patient is not the offender).
  • Medical records if there is a question about whether the claim will be paid.

Who can supply the claim form?
Forms are available on this Web site. They may also be obtained by writing to or phoning the Crime Victims Compensation Board using the contact information provided on this Web site.

Is there a time limit for filing?
No. However, the Crime Victims Compensation Board assumed the responsibility of the Rape Victims Assistance Program (now referred to as the Sexual Assault Examination Program) from the Attorney General’s Office in 2003. The board will not accept any claims that occurred before 2003.

Can I bill other insurance?
No. Providers must accept payment from the Sexual Assault Examination Program as payment in full. Private insurance, Medicare and Medicaid may not be billed. 

Terms of agreement are different with children advocacy centers. Children advocacy centers should contact the sexual assault examination program coordinator for clarification if needed. If a balance remains after receipt of payment or if the claim is denied from the Sexual Assault Examination Program, the balance can not be charged to the victim and must be written off by the medical provider. KRS 216B.400(9)

Will the sexual assault examination program pay for the examination of the offender?
No. The Sexual Assault Examination Program does not pay for any expenses of the alleged offender.

If I am a victim receiving bills from a provider for a sexual assault exam, what should I do?
Please contact the Program Coordinator of the Sexual Assault Examination Program at 1-800-469-2120, ext. 225, who will contact the provider directly. Please give the date of service, account number, date of birth, social security number and provider's name and phone number.
